The anime is about Rintaro Okabe, who is a university student who discovers time travel along with his co-workers and tries to stop the evil corporation from executing their plans through time travel.

The anime is set in a future timeline of 2030, where science and technology have advanced to the level where humans can be turned into cyborgs with different abilities to help humanity towards more progress. The main character, Major Motoko Kusanagi, is one such cyborg who works as an officer in Public Security Section 9 and wonders if her soul has any humanity left or if she has any soul left or she is a ghost.

The anime follows the story of Denji, a poor young man whose body merges with a dog-like devil named Pochita, allowing Denji to transform his body parts into chainsaws who eventually uses this ability to fight devils by joining Public Safety Devil Hunters, a government agency. The biggest twist comes through the character of Makima, who is the leader of the Public Safety Division and gives orders to Denji.

This anime is based on an assassin named Hitokiri Battosai who wants to become a protector rather than a killer and leave behind his past life, and be known as Himura Kenshin.
